The “Community-Based Disaster Risk Management” training manual was created to establish a pool of master trainers from selected union councils in targeted districts of Punjab, equipping them with a solid understanding of key concepts within the CBDRM approach. The participant’s workbook was developed by PDMA Punjab with financial support from the World Bank and technical assistance from the Network of Disaster Management Practitioners (NDMP) as part of the “Disaster and Climate Resilient Program” during 2021–2022.
This workbook consists of six modules, each addressing crucial aspects of disaster risk management with a community-focused approach. Here’s a summary of the content:
Module One introduces the need for community-based disaster risk management in Punjab Province. It begins by explaining basic terminologies and concepts, both general and specific to community-based disaster risk management. The module then delves into the disaster risk situation in Pakistan, particularly in Punjab, and provides an overview of the existing disaster management system and its initiatives in the province. It concludes with a conceptual framework for CBDRM, emphasizing its importance, essential features, and processes.
Module Two focuses on sensitizing communities and forming disaster management committees. It outlines the steps to engage and build trust with communities, highlighting the need for sensitization and the establishment of Village and Union Council Disaster Management Committees. The module emphasizes the importance of involving communities in decision-making to strengthen their disaster preparedness.
Module Three covers participatory multi-hazard vulnerability and risk assessment. It explains the participatory risk assessment process and introduces tools like Participatory Rural Appraisal (PRA). The module details hazard assessment, vulnerability and capacity assessment, and methods to integrate information for comprehensive disaster risk assessment.
Module Four addresses participatory disaster management planning. It begins with an introduction to disaster management planning at the community level, outlining steps to formulate these plans. It also discusses stakeholder analysis, resource mobilization, and the development of disaster management plans for both villages and union councils, ensuring inclusivity and practicality.
Module Five focuses on the implementation, monitoring, and evaluation of disaster management plans. It emphasizes structural and non-structural mitigation measures, forming specialized subcommittees, and building capacities through training. It also highlights the principles of participatory monitoring and evaluation to ensure effective and adaptive disaster management practices.
Module Six emphasizes progressing towards disaster-resilient communities. It outlines strategies to sustain disaster management committees, promote community-driven projects, mainstream disaster management into local development planning, and address climate-related risks. It also emphasizes capacity building through training, drills, and simulations, and highlights the importance of strengthening linkages between district governments and communities.
